The no record retained means they have no evidence of returning your application. This mean you can re-send all the forms again. The letter is a coupon for you. You will return it to the address returned mentioned on your form or to Buffalo.

Then below it says: All of your application forms and documents are being returned to you in this package. Unless you paid for processing bla blah..No record of your application ahs been retained by this office. Please return this letter and the attached appendices when you resubmit your application.
It is really vague!! Where do I resubmit my application? Buffalo? Sydney?? or is my case closed??? agh!! such a dissapointment. I also noticed that the application is stamped July 28 2010 yet it was sent back to me September 23rd. Which date counts?
