That is not a problem,
Send her a copy of her medical forms to do the medicals back home, but make sure that she informs the designated doctor to send the results to Ottawa not anywhere else.

This rule applies if your wife is living in India. Some countries along with India do not allow sending the passports out of the country by mail. (not all countries)
Anyway, even if your country allows such a case, it is unsafe to send the passport from overseas to the united states via mail or courier (you never know what might happen such as, customs delays, losing the shipment somewhere...etc, and at the end, you will suffer from that).
The best way is to find someone you really trust to carry the passport for you from your country to the united states,(that is what i would do, if i was in your situation).
