It won't have any impact. Your friend is being assessed for having 1 year's experience in 1122 in the past. Yes, that used to happen in the old days when people used to submit only a handful of forms to CIC and get their AOR. They they used to submit whole lot of paperwork to the VO and their eligibility was assesed. Some 15 % of the people never submitted at this stage for whatever reason and some 10 % people were rejected at this VO stage. Some got rejected later. Nothing to worry about here.
