If it helps for all to know, yes there certainly is an intial checking system, though it is not guaranteed how long it takes, but certainly not more than a month.
I know this because my application failed that intial checking system TWICE (not any fault of mine at all, rather incorrect requirements mentioned on website or in the embassy response).
First, the day your application is received at the Embassy, it is opened and first page of your primary form is stamped for the DATE of receiving. If you submit same form multiple times, you would probably see multiple stamps, each for the date of reception.
Please understand the difference between an INCOMPLETE application that was returned vs a REFUSAL.
Incomplete application is determined in the initial screen i.e. you have paid correct fee, filled all forms, attached all required docs, signed stuff etc. If an application is returned your FEE IS NOT LOST and the embassy does not keep any record of the submission. You just fix what was required i.e. embassy does send a letter along stating the reason of being incomplete and you are expected to fix and resubmit. So your only cost is time + tcs or fedex.
A file is only created after an application is complete and is entered into the system. If you correspond with the embassy, they will probably give you a file number at this stage (if they respond at all).
However, the actual review of your application by a visa officer for acceptance or refusal is yet to come. If they decide against it at that point, your fee is not returned as far as i know and there is little chance of success in applying again unless there is a significant change in your circumstances.
So all of those who haven't heard back yet, can be sure THEIR FILES WOULD HAVE BEEN CREATED. You can verify this by sending embassy an email with all of your details i.e. name, dob, courier details, passports number, phone and address.
However, you cannot be sure IF YOUR CASE HAS BEEN REVIEWED BY VO OR NOT. It is possible that it is not reviewed yet. But also is the possibility that it is reviewed and refused, but they haven't sent you back the refusal yet.
