I have to say that both were incorrect. N_O just got charged on his credit card, and should expect PER in two weeks. A lot of rejected people got PER (and even response from Ottawa) after re-application that was much less than 6 months.
The only thing that vaguely resembles what your adviser said would be if someone misrepresented their applications, then they would be barred for two years from applying. Also, check your rejection letter, at the end, it says that, if you have new information, please submit new application, so it's crazy how he thought that you had to wait for six months.
