No they won't consider your job offer and LMO. I am 100% sure because this is what I did and I got rejected. I no longer had the funds by the time they asked for them (had to use them) and got a full time tenure track position as assistant professor (with LMO) last summer. They said that at the time I applied I did not have this job therefore they could not take it into consideration.
Just look at my previous posts.
Wow! Ok. Good to know! Thanks utopie.

I have another question to you guys then - have you heard anyone, or have you yourself, submitted proof of funds and the statements where money was deposited just before issuing the certification of the funds? Basically, I am putting in my settlement funds into the account now and even though my bank statements show healthy turnover of funds, I have not had the settlement funds into the account any time during the past 6 months. So, what do you think, will they be OK with the proof of funds that shows that the funds were just deposited to the account? Thanks...

I do not think so. Do not count on the supplementary letter, and re-apply.
I am collecting the documents and I will see how to get the application package ready.

This is what I will write for my RA. I do not care if it contains too much copy and paste. It seems that they want that.

OMG !!! In my view this a good piece of reference letter. At this point I am thinking that my application will not go through. What a waste of time and money?

They are all rejected as it is not easy to prove that you have no intention to remain in Quebec. The point is that when you get the PR visa you can not reside in Quebec. Now, what if you get a PR visa while you still have 1-2 years to finish up your PhD study? You cannot remain in Quebec anymore.
This does not make any sense. CIC website does not say that Quebec is excluded from the PhD stream or mention that students are not allowed to apply for that. Secondly, once anyone gets a PR, he/she has the right to reside anywhere in Canada, Quebec or not. They have the same rights as citizens, so they can study and complete their studies in Quebec whether or not they still have 1 - 2 years. How come they can not reside in Quebec anymore?

What kind of evidence you think we should provide? Any idea?
At least one pay slip for each worked year, as well as the T4, T4A forms, and if possible copies of the contracts. I keep saying, they want evidence but no one listens to me! Just the reference letters are not enough.

The federal skilled work class is basically a non-quebec settlement program. This is widely known. If people are about to graduate and they can prove they will move to another province, living in quebec at the time of application should be of no problem. The problem happens when you have 2 or 3 years to go, as it would be difficult to provide evidence you will move out of there.

You are better read the regulations carefully, otherwise you will lose your time and money. One with a PR visa obtained under the FEDERAL skilled worker program is not allowed to reside in Quebec, and it makes a complete sense because it is FEDERAL skilled worker. I strongly advice you to read the regulations otherwise you will be disappointed very soon!

When I applied, I did not think I submitted T4 and T4A for 2011, since I did not have them yet. But I think I did submit T4 and T4A for 2009 and 2010 along with the application. Moira Escott from Detroit, when she came to Waterloo, also mentioned that you should try your best to include T4 and T4A as well, so it could be one reason why they were not convinced with some of the letters here, despite perfect descriptions?

I really do not recommend to submit your RA contract because there is NO hours on it. Then they have another thing to reject you.

Why? That is not a problem at all! You have the reference letter for that.

I didn't use the t4, but I got two Brazilian Tax forms and translated it for two of my last working years there.
