I beg to differ Indusvision, CSQ was easier say 4 years ago when it was just a matter of applying. Now they have strict guidelines regarding employment category, Occupation code, clearing of exams if your occupation falls under an order of Quebec and above all French competency. If you are not spanish speaking originally or have not taken french in high school, its fairly tough to get an intermediate level french certification, with research and all the coursework etc etc. trust me. It takes tons of time, motivation and believe it or not tons of money as on a study permit you cannot access free courses offered by Quebec govt.indusvision said:You rejected CSQ can be a proof that you no longer want to settle in Quebec. You can write an explanatory letter that after completing your PhD you will leave Quebec.
By the way: in my opinion, it is much easier to get CSQ rather than other streams. Why was your CSQ got rejected?
