asbereth, I think it was actually after MI-2 that they started issuing PERs and NERs. The best source of concentrated information I was able to find on that is here: http://www.cic.gc.ca/english/resources/manuals/bulletins/2011/ob318.asp. See also http://www.cic.gc.ca/english/resources/manuals/bulletins/2010/ob218.asp. That is, after MI-1, applicants were supposed to send the documents to the visa office after CIO has reviewed them, and after MI-2, the applications were forwarded automatically. So it seems that it is the visa office (or rather, CPC), that makes the final decision on the application... We just have to wait.
