Unfortunately, I didn't use TA/RA work hours. Because I thought my work experience was long enough, which was denied by them. But they did give me the 5 adaptability points. So I think the eligible PhD applicants will be awarded this 5 points automatically afterwards.

Your statements are very good logically and reasonably. Additionally, we may tell them that the CIC awarded us the 5 adaptability points, but CPP not. For us, CIC and CPP are the same immigration department of Canada, they can't apply double standards to us in one system.

It took me near a month to receive their feedback. Maybe you just need a little more patience. A few overturned the NER decisions successfully. Your situation is similar as theirs.

Is there another guy who got PER as well after appealing his NER? I thought I was the first one. :).If so, that may means that all eligible PhD students should have this adaptability points. This may help a lot of students who need more points in work experience or language.
