make a paper trail of how you have tried to obtain the police clearance. write a statement of what you asked and were told when you called the Georgian embassy, get a witness to sign it or even better a notary public (but it depends on how much hassle). send an email request asking for the same as well and if they reply, include this..use the form CIC has for requesting police clearance (sorry I don't have the link right now) and mail it to the Georgian embassy - if you get a negative reply, keep this.
Make a cover letter explaining how you have tried to obtain a police clearance, and attach the documentation (statement, emails, letters to embassy etc). Hopefully they will realize that you have done everything possible to obtain it and may waive it...
