You are right... It is just formality. Even people from Pakistan came in less time. It just depends on how lazy people are at the visa. It is the same at the Afghan Consulate. Before, I went there, peope were so reasonable, efficient and effective, and I went there recently, I said "Oh God, what hooligans are employed here". They have no consideration for their own people to verify a Nikkakhat if it was issued by Afghan Consulate in Peshawar, it takes them a year....
