You should send everything courier, regular post is too unreliable for important documents. they prefer you to send things courier. The embassy isnt a PO box. Its an office, and its usually the same guy that always signs for the packages. Yes that is the correct address. :)

That's great!, But unfortunately there is no guarantee CIC will chose Ireland as the VO even when requested, if they feel you have more ties to your home country. Worth a try though!
