no the whole office doesn't take a vacation at the same time. There always has to be someone working. Tell him to call the office and ask for the person in charge of immigration. They will direct him to the person than he can explain his situation and ask them whatever he needs to :)

didn't you send it with dhl? you should be able to check your tracking number and it will tell you which day the PGR arrived at the embassy

When we sent in my husbands passport. they were also doing the strike, an alternating strike though, not full blown like now. but it took them 2 weeks and 3 days to mail it back to us. So hopefully urs Is still coming in the next couple days!

Even if you reported to CBSA at the airport, you will need an ARC if your a failed refugee. We reported to CBSA and still needed the ARC.
