I believe only Quebec has an income requirement, our friend just applied to sponsor her spouse and she did it out of BC because she didnt meet the requirement for quebec.. they have different rules than the rest of canada.

My Bad. I do know what ecase is. On there it just says sponsorship application status = decision made permanent residence application status= application receieved so i gues it just tells me that step one me being the sponsor was approved, but nothing more.
