IELTS is not a mandatory by the Immigration. However, it increases the chances for your visa approval. If you don't have IELTS you should attach a statement with explanation. I didn't provide IELTS because my University had waived it and I submitted the letter with my application. All the best

You must include police clearance certificate if you lived in a foreign country more than 6 months.

If you are Bangladeshi national then chances are very slim for you getting study permit for certificate programs. I strongly advise you visit IDP or you can Inbox me and I can show you the record of the past rejections for college/certificate programs for Bangladeshi Nationals.
