When should one raise a web-form informing that he/she is ready to travel? I see several airlines opened bookings for International flights starting 8th of June (Flydubai, Emirates). But I don't know if these flights will be cancelled or not. Shall I wait till at least one international flight...

That is true and my University is ready to offer On-line even for new International Student. However, they will also charge me International student tuition fee which is 3 times higher than that for a Domestic student.
