Could it be that you registered for Job Bank too late. You only have 30 days. You had successful EE on 18th Jan and created Job Bank Profile 18th Feb. Could be late by hours, why did you leave it until last minute?

There is nowhere on the EE application where you are asked to submit educational cert/degree etc. The only thing that you enter is your ECA number. I think it means, you may be asked to provide proof in the future if you are given ITA.
