This is a valid question and I think the answer may well be yes. Reason being, if you are asked to select a NOC why would they not expect you to have have some recent experience in it? There would be no point selecting a NOC then. Probably someone else have a more definite answer.

I think an alternative for receiving transcript from your university is to have them send it to YOU in a sealed envelope addressed to WES. This should then be placed in another envelope addressed to you. You will then pass it on to WES. They need to sign on top of the seal of the envelop...
