PR card is enough to get you back to Canada. You'll need to see what Mexico's entry requirements for people from your home country are though.

No correlation. Just timing. Gcms notes give you info on you application status. People order them about 3-4 months into the processing time to make sure there's no issues with their app. Ppr takes, usually, max 6 months. So naturally, ppr comes after gcms.

they still need to go through the sponsorship process. It just means once that's complete the spouse that has been sponsored will get full PR rather than conditional PR.

there isn't an easy one to get. Certificate of qualification refers to trades such as electrician, mechanic, plumber etc. So you'd have to go through an apprenticeship for a couple years, pass the exams, and then sit the provincial exams to get it. Years, minimum.

If I remember rightly your work permit has expired and you were on implied status? If that's right then you are not able to get a bowp. your permit needs to be valid when you apply for it. you can only get onto visitor status now.

You're misreading it. It needs to have passed the completeness check before they can process the application - whether it's approved or rejected is then based on the merits of the application. That doesn't mean they'll wait for it to get to that stage, they have timelines to meet, people can't...
