they still need to go through the sponsorship process. It just means once that's complete the spouse that has been sponsored will get full PR rather than conditional PR.

I think this is a welcome development as prior to now, sponsored spouses were virtually at the mercy of their sponsoring spouses until the 2 year time limit was completed. There are quite a few cases where the sponsoring spouse decided to divorce/separate from the sponsored spouse before the 2 year period just to spite them.
