Any attempt to give an exact date for the effective day is a pure speculation b4 CIC　announce it officially. So far "seems" the date will be one day in the slot of June~July, 2015.

New law definitely.. Bcoz CIC require us to stay in Canada as PR for at least 2 years before we can apply for citizenship, and the new law will come into effective in 2015(for sure it will not delay to 2016).

As long as one doesn't meet the residence requirement and have not submitted citizenship application by the day C-24 get effective, he/she needs to use the new law to calculate feasibility again. Also note that CIC take the day when they receive the application package as application date.
