I don't think applying early would create any negative impact. However, in Pak usually visa is not issued more than a week or two before the commencement of classes. Applying early will give you time to to settle any issues if they arise.

Yes, you can write a statement of purpose stating your ties. Family, business, bank accounts, job opportunities all count as ties. You would have to provide all these docs.
