We had that happen. 2 things: 1) if emailing before/during a weekend we found VO's box was full 2) 3.5MB email size limit.

We did ours at a notary public. Also, maybe your workplace employs a notary public in which case you might just be able to get it done for free. I believe you need this for copies of official docs like passports?
