You do not need to spend anything for CAIPS notes if you are requesting from Canada. I do not know what someone might do for you with 120$ but if you want your CAIPS notes agaian, you apply again- free. Although too much of CAIPS notes will not be informative and they may just tell you not to...

Excellent question but unfortunately noone has a precise answer to it! Anything more than 1 year should probably be considered 'abnormal' althought there are examples of that too.
