There are controversies in this but the most accepted assumption is that the clock starts ticking from the date visa office receives application from CIO. Less accepted assumptions are 1. from the date of receipt of full documents by VO from the applicant 2. from the date of second AOR.

Hi Miyo: Did you receive second AOR and fingureprint request both in November from Buffalo? Was fingureprint request sent together with AOR or later? If so, how long after the AOR. I am working in Canada too and got AOR in November but no such requests yet. Thanks.
