To the best of my knowledge, CIC hasn't released much information regarding the documents for Express Entry. I guess that they would be required, even CIC doesn't mention reference letters on the website. Actually, I think that in reality, it will be the exact same checklist as before, but we'll...

I finished registration around 3 hours after the system went online, and my number is E00021XXXX. I find it unlikely that 10000+ people were already registered in those 3 hours, so I don't think that numbering started with E000200000 and went E000200001, E000200002, etc.
