No, y axis is just the number of applicants, without any coefficients. So each small spike in the right part of the graph is just a single applicant. Don't forget, there's only ~650 people in the spreadsheet as of yet. The actual number may be 30x times that.

Well, a quick glance over CIC's website shows phrases such as "If you want to stay in Canada as a permanent resident after you graduate, there are a number of programs available, each with its own requirements" If it were such a criminal act as you describe, why would CIC themselves provide this...

Please clarify, are Canadian provinces also in on the fraud? For example, Ontario nominates international students for permanent residency; how does that fit into the picture you described?

People spent their time and money in hopes of achieving something which became unachievable by the time they were done. People may be very much let down by this turn of events without feeling they were buying anything.

Sure, I was wrong. There were only 600+ applicants in FSWP 2014 spreadsheet on June 1 (1 or 2 months after its creation), and applicants added themselves to the spreadsheet with a rather even rate.

I know that some of the entries created on January 1 have numbers beginning with E000217XXX and E000218XXX. Maybe the system had some test applicants, and they didn't reset the numbering. :) 18k in the first hours of January 1 seems a bit too much. Also, on a different forum, somebody who...
