Y dont you apply for the CAIPS notes to check the reason of calling for interview?

In this case port of entry will be Toronto not Montreal so immigration will be done at Toronto.

As your final destination is Toronto, your immigration will be done at Toronto not at Montreal. Only immigration done at Montreal is one who has csq. But waiting time can not be guaranteed. More over you will have to check in your luggage again so it will further increase the wait time.
