If you intend to live in Quebec you must apply through QSW program. You cannot use Express Entry (yet).

Hi Somellier7, I have the same "Last modified date 2014-11-04", but I believe it has nothing to do with the applications timeline. It's probably just the date they made some modifications to the website design or something... that's my interpretation. Best of luck to you!
