In order to resolve the situation quickly, I would advise flying into the US and then going via the land border to Canada. An eta is not required via this method. Once inside Canada then you can try and find a resolution to the eta issue.

Well today, August 6th, I got eligibility review started, and a letter requesting: updated LOA from institution, updated proof of funds, and copy of marriage certificate. They have all this already.

Well, they said August 6th. My file said "Due date : August 6th" when I received GCMS notes, so let us give them a chance to provide us with a decision by August 6th.
My worry is that the workload has not been balanced properly by IRCC and there is now too much to do before their self-imposed...
Sorry to hear you were refused. Best to defer your course, Order GCMS notes, and then put in another application addressing VO concerns.
