Yes, it is for study permit initial and extension applications when the permit has been applied for in Canada. If you're outside of Canada then that timescale does not apply to you, and the generic 10 weeks does. You'll get an answer by August 6th.

London office was saying 5 weeks until this latest universal update. I submitted my biometrics on 20th April, so should have an answer by end of May at the latest. If not, then they've slowed things up (or indeed there is a problem with my application). I shall keep you all advised.
