Outland Spousal Sponsorship -- sending medical exam after the application

Do you have a copy of the cover letter the lawyer sent with the application? Perhaps he/she stated in this letter that medical receipt will follow upon receipt of file number from the visa office. If so, CPC M should not return your application to you but forward it to the visa office for...

Police Certificate from Russia INLAND Sponsorship

Contact the Russian consulate in Canada. http://www.toronto.mid.ru/ I'm pretty sure it takes longer than 30 days to obtain the PCC. If so, write to CIC and tell them the date you applied for it and ask for an extension of time to submit the document. Include proof of your application for it...

crossing border to visit while outland application is still pending (usa)

I can't say for sure from a scan of your passport but they might because if they enter your name in the GCMS system they will see the application is in process. Just bring the fees receipt with you, give them it IF they ask for it and tell the truth. You'll be fine.

    Work Permit Start date

You can start working for the new employer as soon as the work permit is issued. You are allowed to overlap with a notice period. I would not resign until you have been approved for the new work permit. A short overlap for the notice period will not have a negative effect on you.

crossing border to visit while outland application is still pending (usa)

Bring your fees receipt from your PR application. This is just a visit so they should not be concerned. You aren't coming here with a U-haul full of furniture.

    Non-convicted Misdemeanor?

From what you have written, I think your husband may have an issue. Section 36(2)(c) of the Immigration and Refugee Protection Act says: (2) A foreign national is inadmissible on grounds of criminality for... (c) committing an act outside Canada that is an offence in the place where it was...

    Schedule A - Should I mention this?

Yes it's fine on implied status. Do NOT lie or "fail to mention" anything on ANY of those application forms. Whether you were legally allowed to do it or not, the consequences of not telling them and having CIC find out after the fact are way worse.

Working under the table.. what are the real risks?

You do if you are working for a Canadian company. Anything that enters into the Canadian Labour Market requires a permit unless it is covered under the exceptions in the Regulations. However, if someone is working for a foreign company online and not entering the Canadian labour market, then...
