IRCC does a much more thorough screening involving a more rigorous background check including security checks that the provinces don't have access to. Ultimately it is IRCC who is in charge of immigration policy.

is there a reason that you didn't apply for your wife's work permit at the same time. my company filed for my work permit and an open work permit for my wife at the same time. You shouldn't risk trying to get a POE application these days.

yes, there is no distinction between the two, if you are concerned about it you can always send an email to IRCC or BC immigration
