    Do you know the exact date when the DELF certificate was awarded. If you send it with your application in May 2011, I'm assuming you took it a couple months before so it might be possible that it's older than 2 years. Current regulations call for language exams to be not older than 2 years.

    Those missions are for the people waiting for interviews. Those are the dates/cities which quebec officers will be visiting to conduct interviews. If you plan to apply by June this year, you shouldn't worry about missions until you get the interview invitation letter.
