If you have 64 points before interview, that means you only need two more points so your case looks good, however if you have all your papers ready and you and your spouse are eligible to go federal, I would go federal, unless you speak better French than English then I would go Quebec.

Like I said you don't know exactly how much longer you will have to wait for QSC, plus the federal part. Unless you feel you have better job perspectives in Quebec go to Quebec otherwise I would go federal. Good luck!
