Because a lot of immigration offices have closed and are encouraging people to go to the hotline. The flow of people are coming in at huge rates.

I think so too. I was doing a little reseach and CPC-V referral files all had to do with needing those lengthy intense interviews. I shall call the god awful CIC hotline on Monday and see what they say again, I'll even enquire them about rescheduling if possible. I guess it's hard to reschedule...
