Those are most likely spam calls. They give u short rings and expect you to call back. If u call, the call charges are exorbitant

I do not think your application will be processed under FSW. They will most likely return your app and ask to file under express entry. Only applications which are received at CIC till 31st Dec are eligible for FSW.

I presume CIC pick a bunch of applications from a time range. and depending on how soon verification completes for a given application, CCs are charged. I guess they were able to verify my docs faster. We call all only guess and assume anyway.
