I don’t think it’s by date submitted. Being a Jan 2020 AOR myself with an app which is all stages passed and pending final decision, I have seen many apps from 2019 still pending and many others later than mine already finalized.Ottawa VO seems to process applications by date submitted so you should get your turn soon.

It’s tempting. From where I am from it is easier to spend 1 year learning French than to save 100k CAD for masters/mba in canada. I guess it all depends on personal situation, as delaying emigration for several years is also bad - those years is forgone income of 60-100k CAD with potential saving capacity of 20-60k per year assuming you can live comfortable for 40k per yearly in Canada. Need to NPV those scenariosno, 1 yr man. Thats all it takes.
