Suggestion - Open an International account with Scotia and wire-transfer the entire sum and maybe keep CAD$1K-2K on your person?

You can open an account in Scotiabank and transfer all or 70%-80% of your money. Then get an appointment, show ID and money would be readily available to you in 2-3 working days.

Yes to VFS ND and it took 24 days from pickup to return.

PR Travel Document. Upon further research, I think stamp on passport and CoPR letter would be fine for the first time landing.
