as a last resort she will appear for IELTS, but with our new born she is highly unlikely to score over 5-6 points.
but again we will loose 5 points of my age in mid april, so running on thin line.

Birthday might just ruin the party :)

Express Entry – Human Capital Priorities Notification of Interest

Please be advised that the OINP has commenced issuing NOIs under the HCP stream.

The results of yesterday’s round are as follows:

Number of invitations issued: 488
Date and time of portal search: February 12, 2018 at 2:30PM EST
CRS score range: 441-435
Date Express Entry profile submitted: January 1, 2018 to February 8, 2018 at 4PM EST

The OINP is managing the volume of applications to the HCP stream at this time. The OINP will be issuing NOIs on a regular basis to applicants, who at minimum, have a CRS of 400 and meet all eligibility criteria.

I guess OINP forgot about those who missed ITA with CRS 442 due to the tie breaker rule. :)

If you improve your IELTS score from L:8, R:7, S:7, W:6.5 to L:8, R:7, S::7, W:7, you can jump from below 413 to 442. It could be just a 0.5 score difference in IELTS.
 
It's possible to increase CRS from 380s to 442 by a CLB9. In fact, I did just that and I created my profile in September and later scored CLB9 in my second IELTS attempt in November. The same could happen for someone who has created his/her profile in May.

Also, I think the IRCC staff just enter the number of ITAs they want to issue and the software figures out the tie-breaker date and time based on the ITAs that needs to be issued for a specific draw.

Yes, the applicant ranked 2999 could be having CRS 443 and there could be an instance where only 1 applicant at CRS 442 who was ranked 3000 got ITA in the previous draw.

Does this mean that now most of all from 435 to 441 will get extra 600 points?

Only those who accept the NOI and apply for OINP will get the 600 points once they are nominated and it could take a few months for that to happen.

I got my Ontario PNP approved today. My EE score without PNP is 438 so I am thinking of waiting for next two draws (If I could get direct ITA) before I accept the nomination. Do you think it would be a good idea?
And also I am thinking of starting with police verification and medicals in the meantime before getting ITA. will this be ok? Or I should do that after getting ITA?

When did you get the NOI?

If you intend to live in Ontario, I would say accept it and start with your application.
But if you don't intend to live there you can wait for the next 2 draws to see how it goes.

wait buddy dont rush...your apportunities would be limited to Ontario, and your score is good wait for 2 draws and then you can go for it...
