My situation is a bit similar in that I applied on May 26, 2024. I found out my application was under further review after my MP's office contacted IRCC on my behalf. You may consider contacting your local MP too. Also, you may consider ordering your GCMS notes through an access to information and privacy act request (ATIP) to try to get an idea of what's happening (especially from the notes section at the very end). Regarding linking your application, try the following instructions which were sent to me by an agent from the call centre when I couldn't link mine (now it's linked):

Please fill out the IRCC Web form and choose Technical difficulties located in the drop down menu under the heading Enquiry. Please also add the following information:

- Any error messages you received. To do this:
please include screen shots showing the full browser window, including the website address field of the:
page preceding the error, and
error message.
- All the answers provided while trying to link your application. To do this:
once on that page and after entering all your answers, provide us with screen shots.
- The personal information page of your passport.

I think the usual issue is that they miss adding one's city of birth to the application on the GCMS so that causes a discrepancy when attempting to link the application as the city of birth field is mandatory. Consider hinting to that speculation in the webform in order to emphasize your city of birth so they can add it if that's the issue. The client application tool never worked for me.

Today I received an email requesting additional documents by mail such as copies of all pages of my passports, lease agreements, utility bills, and provincial ids. I'm hoping they'll respond soon after they receive them from me. Maybe your application is in a similar track as mine and you'll receive some correspondence (or maybe even your card!) soon. Keep your spirits high, try my humble suggestions, and let's hope for the best together!
Thank you very much! I emailed my local MP today. His office replied my email. Also i tried that 1-888 again, this time a lady answered the phone. She said mine still been reviewing by the officer. Also she said the reason I could not link with GC key is town of birth. I was locked out for 24 hours, but I can try later tonight. Regarding the GCMS note, how long did you wait to get the result?

You’re very welcome! I wish you good luck with the steps you’ve taken today!

I usually receive the GCMS notes via the privacy act after exactly 30 days from the date of request (which is the maximum allowed under the act) but sometimes I receive them up to a week before the deadline.

You [really] only have 3 options:

1. Apply for a PRTD, which apparently be now be submitted before you leave Canada.

2. Wait for, and hope, that your PR Card arrives before you leave Canada.

3. Return via the U.S. (if you can obtain a visa, if needed) then return to Canada in either a private vehicle, or on foot. A Valid PR Card is only required by a commercial carrier, not required by CBSA to actually `enter' Canada.

Ask MP to look into my PR renewal might speed up the slow process or not? Is that worthful to book flight then use flight to apply urgent case? My abroad visiting is in the first week of April. My PR card is going to expire on Jan 14th.

The key thing is whether you were in compliance with the residency obligation or not when you applied.

I was only outside Canada 69days during the past 5 years. I‘ve been working full time with AHS since 2006..
Then yes, I'd call or ask your MP to inquire on your behalf. Make sure to emphasize that you've hardly been out of Canada at all and you are compliant with the RO and that it's more than six months since you submitted.

My MP’s office replied my Email right away. The constitution case manager emailed me the following day, I provided all my information with her. It will take 10-15 business days, says in her email. But i still worry is there anything she can do to speed up the processing or not? If she doesn’t have any power, even she makes inquires on behalf of me, there will still be no change from IRCC side.

You will hear different opinions on this. Technically an MP can do nothing more than make inquiries. And for routine cases where nothing is out of the ordinary (for example, within standard processing times), that inquiry almost certainly won't do anything at all.

But government departments serve Ministers and ministers are MPs ,too. They can't directly influence anything but they can ask questions.

Short form, they give each other a lot of room, but inquiries about actual delays that don't have good reasons tend to get some extra attention. At this point there is a chance the MP's inquiry will prompt someone to check what the reason for the delay is - and if there isn't something, dig it out of whatever pile it's in. An example might be (might!) is that some routine inquiry was sent out to another dept/agency and the response was received but it never got acted upon (which is not supposed to be normal but does happen), or it was sent but the response not received in normal time (i.e. the request was misplaced).

This is assuming there's no good reason (eg residency obligation issue). Security issues are the worst because it's a black box and MPs don't want to get involved (but security usually isn't a specific issue for PR card renewals).

Or again short form: the MP asking the question can sometimes prompt action. Not reliably, this is not 'influence', etc. And that action makes that MP look good, and that MP doesn't complain to the minister - and ministers hate complaints from other MPs.

Thank you very much. I will post my update here if I hear anything back from the MP officer. But I am thinking, do I need to upload more documents to my account for example five years pay stubs, five years bank statements etc even though nobody from IRCC ask me for anything, just to prove I am REALLY living in my address? On my application I submitted my employment letter and Alberta drivers license and five years of NOA. That time I never thought anything could be wrong with my renewal so I did not submit too much support documen.

I don't know what you submitted before but if you've not received any additional request, I'd say not. Unless, possibly, if you're aware of something required that you did not submit.
