Another idea might be to give some testimonies to some newspapers about the impacts it has on families. Try to put faces on the numbers to feel it more closer and personal and not just numbers. Show them what is the impacts and show we aren't there just for the papers but to have a meaningful family life.

When we applied for my wife's sponsorship application I was a permanent resident, however, I became a citizen 10 days after we applied. Do I still have to stay in Canada before we get AOR or until our application gets approved or can I visit her for 2-3 months?

You can travel, restrictions only apply for applicants who submitted inland category.
As citizen sponsor, you can travel or even reside abroad. Note, if away long, you could be asked to demonstrate intent to return.
You should send a webform to advise ircc you are now a citizen so it's noted in the app.
You do not need to advise them of your travel.

Received eCOPR a few days ago, thing is it is expiring in Aug, so have to enter before that, my question is which document do they refer at the point of entry(immigration officers) to issue the WP?

Your question in a bit confusing. Are you asking about spousal sponsorship? There is no work permit involved if you are landing and becoming a PR.
So some of what I'm writing are things that I don't know if they are indeed confirmed, but they seem to make sense.
- The processing time looks back at past requests and tells you how long it took them to assess 80% of the requests. It's an indicator of what happened recently, not necessarily a predictor of the future. However, it seems some people got the information that this sudden increase mean that the current QC quota for 2023 have already been met...
- Québec is the only province that makes its own decision for immigration for all categories - except for Family sponsorship. For those, the decision is with IRCC. However, Quebec puts quotas on immigration.
- Looks like Québec is asking IRCC to slow down or cap the # of Family sponsorship applications approved so that they can prioritize other immigration categories which they choose themselves. So basically even though QC isn't supposed to intervene in Family sponsorship, IRCC is effectively limiting how many they'll approve so that the whole Québec number of approved PR is not just made up of Family sponsorship ones.

Yes, all the steps went fast so far. AIP is the eligibility completed, but the background check is still undergoing. Even if that goes through, with the Quebec situation right now, no clue when the PR will actually be approved....
But, in the meantime, as inland, we will have OWP, and the medicare will start in 3 months so waiting really would not impact our personal situation dramatically.

That all seems pretty accurate although we don't know for certain. Bit the decision to publish a separate timeline is significant - in my view it is the feds trying to divert blame from themselves (and rightly so if true) so that pressure is brought to bear on Legault's government.
Wild speculation - I can't help but wonder if IRCC Minister's décision to move ahead with the family reunification visa change may be another way to speed things up and pressure Legault. (As well as provide genuine if partial relief via reunification for potentially thousands of families).
This is a really good guess as we know there is a fight between Quebec and the Federal on immigration as Quebec would like to repatriate full control. Now with the newspapers sharing this story, I bet that would put some pressure on Legault government to back down or change things. As far as I know, family reunification is supposed to be 100% federal responsibility as far as quotas are concerned, leaving economic streams to Quebec.
