need your advice please !

My fiancé is in back home and would like to bring him here for 2-3 weeks during holiday season. can we apply for visitor visa? and I am also planning to apply for PR spouse visa in 2023 Q1 after our marriage. can he be inside canada as visitor for few weeks when we apply for outland sponsorship ? ( considering VV goes smooth ) :)

Yes, he can apply for a TRV and yes, he can be in Canada when you submit the outland application. He'll want to show ties to his home country in the application. Suggest he apply asap since processing times are generally very long right now.

now the only question , i have is that, Under which catgeory he should apply Visitor visa.. can we show that we got engaged and apply under family visit or should be tourist or like meeting a friend ( me) and dclare the marriage details during Spouse PR?
