No... It's supposed to mean the whole process, from the day they receive your complete application to the day they issue you the immigrant visa and CoPR, it takes 13 months for 80% of the people.

The process was sped up from a little while ago and some people got it done in 7-8 months. Now for some reason it slows down again, but not slower than what it was about a year ago. You guys are not used to it, because it is always easier to go from slow to fast, but not fast back to slow. If you open a thread last year for "waiting for MR for more than 8 months", people will laugh at you and tell you it's completely normal. :P

Work permit is ending in less then 4 months, so will be applying for BOWP. But originally they only gave me 2.5 years work permit instead of 3 years since my passport was expiring in 2.5 years. I am already on BOWP which is due to expire in March. The way things are delayed I am thinking of applying for another BOWP so that I dont run out of status.

I hope something comes before Jan as I dont want to fall into express entry c rap. No big corporation will help in getting an LMIA. For the same reason I also thinking of sending an FSW application before Jan while I wait for CEC visa officers to do something.

That wouldn't make much sense, since they're two different caps. We'd fall into the EE's cap if we applied under EE next year. But I don't think the people that applied under 2014 CEC will be carried over to 2015 EE's cap.

But the deadline of my MR is 13 months shown in my GCMS notes.

As far as I know... The Due Date in the GCMS notes is for the entire process to finish within 13 months and not just for getting MR.

My GCMS notes stated NO concern by the VO in first review... regarding employment/salary/education etc. Still his/her recommendation was "REVIEW REQUIRED". First review was made on 25th August 2014. So if it really takes 3 months then hoping to get MR by the end of this month :(

I actually meant crap. I am just saying that if my application is declined then I have no hope with express entry thing.

This delay in MR is crazy. According my GCMS, second review was suggested in August and now it will be 3 months. I just want them make a decision- approved or not approved, so that I know what to do next.

what did your GCMS say anyway..? I mean what was the concern raised by the first VO..?

It is an eligibility issue as counted work experience from when I started full time job while on PGWP. After seeing this I sent them an updated work experience letter from the HR.
