The new 4 out of 6 years won't come into effect until next year in june/july time-frame. So everyone as it stands now qualify for citizenship using 3 year out of 4 years including time before PR status.

What about those who end their 3 year term by August 2015?

Have to wait for another year to apply, which is 2016. And in that 4 years(2012-2016), if you have absence for 6 months in a year, then that year doesn't count.
But put it this way, last time most applications approved in 2 years, after the new bill, it will be less than a year. So they add 1 year to the requirement, but take out 1 year of waiting, turns out the same, right?
 
So if the period starts August 2012 it means that they will not count August 2012 - December 2012?

If you were to qualify for citizenship under the 3 / 4 year rule in august 2015, you would likely have to follow the new rules 4 out of 6 year rule thus have to wait another 1 year at least.

What if the person landed in October 2012 ? This rule becomes useless..? Can Idea ?
 
Looks like they need to think & revisit their policyof Rules again Next Year before these 4/6 get exectued

The new rule will affect everyone regardless of when the PR landed 10 years ago or the day before the new 4 / 6 rule go into effect.

It is based on when CiC received the application that determine whether the PR follow the old or new rules.

No PR will get status quo or grandfathered because they landed before the new rules.

So expect a huge surge of applications coming in the next few months up to june/july 2015 to avoid the new rules.

I don't think so...There should be some exemptions ...if that's the case, it can improve the current timeline but will accumulate more applications gradually ?

If there were any exemptions to the rule, it would have spelled it out in the law. Since there are none, every PR will have to follow the new rule once it goes into effect regardless of when PR landed.
 
Umm....I hope they should reduce 1095 to just 700 days..That will make it more easy
 
BTW when does the days counter start, The day you receive PR in Mail or The day you land ? Usually the PR expiry date is close to the Date you receive it in mail. Any Idea ?
