So as I understand, even if she has her heart condition(although she is stable after her last surgery in 2013), but if I have her health insurance done incase of a Supervisa or even visitor's visa, then she would be allowed to enter Canada, isn't it!

Yes and yes.
Although for the length of time of visits you are planning < 6 months. A multiple entry visitors visa might be your best bet. And no, travel medical insurance is not expensive, not for short periods of time, shop around, travel agencies in India can help you out.
