I'm a Canadian citizen and my husband is Irish, we've been together for three years and we have two children together. We're currently residing in Ireland but thinkin of going back to Canada. I'd like to sponsor my husband but not sure where to start.
If we go back and he enters Canada as a visitor can we apply for permanent residency?
If yes, how long does it take for him to get issued a work permit until they decided on his PR application?
What are the income requirements to sponsor a spouse ? I'm a stay at home mom but I'm planning to get a full time job as soon as we get there.
Am I better off applying from outside of Canada ?
 
You can apply to sponsor your husband while you are outside of Canada. This will be an outland sponsorship. You will then have to include proof that you will be returning to Canada to live. You can also go back to Canada, with your husband entering as a visitor. He does not need a visa, but should be clear that he is just visiting, have a return ticket, and some proof of his ties to Ireland. When you are in Canada, you can apply to sponsor him inland or outland.

If you sponsor him inland, both of you must be living together in Canada. He can apply for an open work permit with the inland application, which takes about 4 or 5 months to get. If you sponsor him outland, you can send in the application while you are still outside of Canada (or wait until you are back here). He can visit you in Canada while the application is being processed.

In general, for applicants who do not need a visa to enter Canada, it is advised to apply outland. The outland processing times are much faster. For an Irish citizen, getting his PR outland might take only a couple of months longer than getting the work permit inland, and once he is a PR he can get a job just like any other Canadian (except for some high security government jobs).
