I have the same situation, I applied with explanation on July 12 and the have not ask me about this either. On July 25 the updated the medical exams as passed. My deadline was the same as you, but I gave up waiting and applied with an explanation on July 12. On July 24 I got a message from them asking me to upload some other documents that apparently were not legible, but they didn't say anything about the FBI PCC yet... I don't know if it's ok, because on their website they say something like "if, on the last day, you still haven't received the pcc, you can upload an explanation and apply. But it's not guaranteed that your application will be accepted with an explanation"... So I guess it's your call =)
Your medical exams were already approved?? That was fast! Congratulations =) I'm still waiting for them to check the documents that they requested. Please let me know when you have more updates tooI have the same situation, I applied with explanation on July 12 and the have not ask me about this either. What does it mean by "medical got approved". Aren't we submitting medical report along with PR application? It's required document, I believe without it you cannot submit PR. I mean medical is already cleared before the submission of PR.I just got a message requesting the FBI PCC! I have until October 1st to upload it, so it should be ok... I didn't get an email but apparently my medical have also been approved.
I think one can either submit upfront with their app, or submit without, and then wait for the form/request from CIC.... http://www.cic.gc.ca/english/information/medical/medexams-perm.aspWhat does it mean by "medical got approved". It is the formal way CIC confirms that you meet medical requirements. Although medical institutions give your medical results to you you are not cleared formally until you see approval by CIC in your account. What does it mean by "medical got approved". For express entry documentation I found this:I think one can either submit upfront with their app, or submit without, and then wait for the form/request from CIC.... http://www.cic.gc.ca/english/information/medical/medexams-perm.asp

Here they tell not to complete medical exam until we get invitation to apply. Is this a mandatory requirement or just advice? I took my medical test before getting ITA.For express entry documentation I found this:
Medical exams
You must have a medical exam before you apply. Your family members must also have one, even if they aren’t coming with you.
We won’t approve your permanent resident application if your health:
When the panel physician completes the medical exam, they will give you an:
- is a danger to Canada’s public health or safety
- would cause too much demand on health or social services in Canada
You must provide a copy of these documents when you apply online.
- information printout sheet
- IMM 1017B Upfront Medical Report form
Don’t complete your medical exam until you get your invitation to apply. The results of your exam must be valid at the time you submit your application for permanent residence. For this reason, it is a good idea to complete the exam as close as possible to the date you submit your online application.
