understanding GCMS notes

Hi guys, I received my GCMS notes today and I am confused. In the second page under ASSESSMENT, it says

Eligibility: Not started
Security: Not started
Criminality: In progress
Medical: Passed

It mentions due date as 2016/01/05.

In the last pages, under NOTES section, I have reviews for
AGENT REVIEW: R10 OK
PROGRAM ASSISTANT: All looks ok in this section

Then it says file transferred due to reason Workload re-distribution. According to the notes the last updated date is 2015/11/06

The assessment says most of my things have not started even though notes say it is fine. :-( I am so sad to see no progress on my file.

My Timeline:
AOR: 12th Oct
Stream: EE-PNP
Schedule 4/4A request: 22nd Oct
Submitted: 23rd Oct

It takes a longer waiting period for PNP category, though its an EE.
Even September candidates' file movement is slow and only a very few got PPR in this category luckily.
I'm also an inland applicant under PNP category (Sep.2015).
It seems that PNP-applications go to either lazy officers or Provincial government is slow in sharing the applicants information with CIC.

I don't think provinces are lazy enough to share th applicant details, in fact if you observe in you GCMS, there will be an approval email clarification will be getting as intake documents for the province to CIC. I believe it is because PNP might no need a heavy check in their application as it is a mutual share between provience and CIC. Most o your verification has done at Provincial end and CIC might do Medical, criminal and security check. That might made them to hold PNP as it I easier to complete them.

Hmm. I will have some information only if I receive my GCMS.
Too much time they are taking now.
I applied on 17th Dec. and asked for electronic copy (email copy).
After 3-4 times email follow-up, they said that the CD is dispatched to my home-address on Jan.26th and never been received also.
It's so weird now.

I received my notes today and... absolutely no movement for me. Everything, including eligibility is "not started". I was happy to see though they received my documents sent through CSE.

I was wondering whether my VO is New Delhi or Vienna, but it turns out it's neither. It's Ottawa. So that's sorted then.

In the notes section I have R-10 OK, and education docs and IELTS verified. No other movement.

I would have been really upset several days ago, but yesterday I realized that I have a mistake in my PCC (long story), and I applied for a new one, which will take 10 days. I hope no one touches my file during that time. This is the first time I am praying that CIC works slower on my application

I think it would be fine.

Did you choose Bachelor's for your Bachelors degree from the "Drop down menu" and 2 or more degree, certificate etc for your Post Graduate certificate? I think there was a case where a guy didn't select the right level of education from the drop down and he had a very similar note on his GCMS. If you've picked the right level of education and you've supplied them with a copy of your ECA, I am not sure there's much you can do. Probably, send them a CSE explaining your case but I wonder if it would help. Also, what exactly does your ECA say?

I made a mistake while ordering gcms from viafile.info ... when they asked to enter my details in the form , I entered my date of birth as DD-Month-YYYY .... So when I get the consent form in email it came out with month field empty in the consent form ..

I have emailed the team to correct the consent form and send it back to me ..

I have a doubt ,,, without signing the consent form ,. will they (visafile team) be able to submit the gcms request ???

Such a simple form , I made a mistake ... so stupid of me ...
