My friend is having first baby in Aug and just wondering the possibility of her mother being there with her. She is a PR and her parents are in India and have visitor visa. Are there any exemptions in current situation. If they are exempt, can they board special flights such as Air India vande Mataram and Qatar. Any advise is much appreciated.

Yes parents can travel now. Whether they can get a flight is a different story. The mother will need to quarantine either in a separate location or somewhere in their house if they have a nanny suite like in their basement. Both pregnant women and newborns are considered high risk and will be visiting hospitals and doctors offices so it is very important that they have no contact for 14 days.
